Italy’s national recovery plan opened construction sites and allocated funds. The unresolved question comes later: who runs these assets, on what revenue, for how long? A roundtable to identify new public-private partnership models capable of turning a public building from a line of cost into a trigger of social and economic value. Because bringing in private partners does not mean privatising the asset — it means making a passive asset active.
